Peel potatoes, then cut diagonally and immersed them in salted water for 30 minutes. After 30 minutes, transfer into a saucepan and boil them until soft.
In the meantime, mix together chili sauce and red chili powder with little water until thick paste comes together, set aside until required.
Drain boiled chips, sprinkle with corn flour, paprika, salt and toss well.
Place a large skillet over medium heat, add 3 cups oil and let heat until hot. Then add fries and cook for 5 to 8 minutes or until nicely golden brown.
Transfer 2 tablespoons of oil in a medium-sized skillet pan, add garlic and green chili, and saute for 2 minutes or until nicely golden brown and fragrant. Add onion and saute for 3 minutes or until softened. Then add capsicum and cook for 2 minutes or until tender-crisp.
Add red chili sauce mixture and cook for 2 to 3 minutes or until slightly thick. Stir together 3/4 tablespoon cornstarch and 3/4 water until combined and add to pan.
Let cook until sauce thickens, then add fried potatoes and saute for 2 to 3 minutes. Garnish with green onion and serve.
